How to evolve a Shiny Pikachu into an Alolan Raichu in Pokemon GO?

In Pokémon GO, I have a shiny Pikachu that I want to evolve into an alolan raichu, but I’m not sure how. I looked it up but the site gave me no useful information other than I don’t need to go to Hawaii. Anyone know how?

There’s no way to evolve Pikachu into Alolan Raichu at this point. Alolan Raichu was previously available in three tier raids, or you can obtain one by trading with another person.
